Disclosed are an apparatus and a method for price-based cooperative communications using tethering. A mobile terminal cooperative group forming unit forms a plurality of mobile terminals into a cooperative group capable of mutually transmitting and receiving data between the plurality of terminals, whereby each of the plurality of mobile terminals is connected to a cellular network and the plurality of mobile terminals form an ad-hoc network with each thereof being an access point (AP). A network resource checking unit checks communication traffic and communication constraints of each of the plurality of mobile terminals forming the cooperative group, and a telecommunication fee of the cellular network to which each of the plurality of mobile terminal is connected. A network resource determining unit determines a network resource adaptively based on the network resources of the plurality of mobile terminals, which has been checked by the network resource checking unit, to minimize the telecommunication fees. According to the present invention, it is possible to adaptively determine an optimal resource allocation and price by analyzing a network price and a resource demand of each terminal in a situation when a plurality of terminals using a tethering service can buy and sell their network resources with each other.
