The present invention relates to a disaster prevention system and method for grading and managing inundation vulnerability, which collect data related to inundation vulnerability such as climatic, hydrologic-topographic, socioeconomic, protection preventative factors, etc. by interworking with a DB of an integrated national spatial data system and spatial information DB of related organizations; analyze inundation vulnerability factors; monitor changes in a vulnerable area in real time in consideration of the inundation vulnerability factors; and provide a disaster prevention map for management of changed data and generated data, sharing of data with related organizations, and management of a web service.
