The present invention relates to a transparent solubilizing composition in a gel phase including moisture peptide and ceramide, which are nano-stabilized. Disclosed are a transparent solubilizing composition in a gel phase moisture peptide and ceramide capable of exhibiting superior skin elasticity promotion and skin improvement effectiveness than conventional cosmetics in terms of stability and effectiveness in a transparent solubilizing composition such as face lotion. The solubilizing composition, according to the present invention, is prepared by containing 0.1-10.0 wt% of a filaggrin complex as an active ingredient containing a compound in a base state which is nano-stabilized to enhance filaggrin in skin by using 0.00001-1.0 wt% of moisture peptide, 0.1-5.0 wt% of ceramide, 1.0 -20.0 wt% of hyaluronic acid, 1.0-5.0 wt% of lecithin, 0.1-80 wt% of polyhydroxy- alcohol, and 0.1-50.0 wt% of purified water; mixing 10.0-30.0 wt% of other water phase element, 0.1-5.0 wt% of ethanol phase element, and 10.0-80.0 wt% of purified water in the filaggrin complex; and evenly mixing the mixture at room temperature with a mixer. The solubilizing composition of the present invention is used for a cosmetic composition for moisturizing and elasticity of skin, and cosmetics prepared by the cosmetic composition keep healthy skin healthier, and are effective in mitigating skin trouble.
