The present invention relates to an oxygen manufacturing system and an oxygen manufacturing method using an ion conducting membrane and waste heat or exhaust heat from an industrial process. According to the present invention, the oxygen manufacturing system comprises: a first heat exchange unit to heat source air to a first temperature range; a first module group comprising at least one oxygen separation module which selectively separates oxygen from the source air in a second temperature range which discharges the oxygen and a first oxygen-exhausted air in a third temperature range; a second heat exchange unit to heat the source air in the first temperature range obtained through the first heat exchange unit to a second temperature range, which is an activation temperature range, supplying source air in the second temperature range to the first module group, and to heat the first oxygen-exhausted air in the third temperature range discharged from the first module group to a second temperature range; a second module group comprising at least one oxygen separation module which selectively separates oxygen from the oxygen-exhausted air in the second temperature range supplied from the second heat exchange unit which discharges oxygen and a second oxygen-exhausted air in a third temperature range; and a collecting unit which collects the oxygen separated from the first module group and the oxygen separated from the second module group. The second oxygen-exhausted air in the third temperature range discharged from the second module group is supplied to the first heat exchange unit, and the source air is heated to the first temperature range.
