The present invention relates to an image preprocessing method for extracting a license plate candidate region and a method for designing a hardware block for performing the same. According to the present invention, in a preprocessing process for accurately extracting a license plate region, in order to solve the problem that an existing outline extraction algorithm using a Sobel mask pattern has a very low calculation speed due to addition of multiplication to a calculation process and a conventional noise removal algorithm using erosion and expansion has a low recognition rate, the image preprocessing method for license plate recognition and the method for designing a hardware block for performing the same are provided to rapidly extract a license plate candidate region with a high recognition rate using a window scan algorithm consisting of only addition and subtraction and a noise removal algorithm considering characteristics of a license plate region and a noise region or several situations.
