A method and a system to allocate frequency dynamically based on the priority of Quality-of Experience (QoE) are disclosed. According to an embodiment of the present invention, the method to allocate frequency dynamically includes the steps of dividing a frequency range and a bonus frequency range which are predetermined in a macro cell; allocating the frequency range and the bonus frequency range, which are predetermined, to a macro terminal having the macro cell; and allocating the bonus frequency range in the subsequent time slot according to the QoE, if the frequency range is not allocated to the macro terminal.;COPYRIGHT KIPO 2014
