The present invention relates to a method for manufacturing a flame-retardant and heat-resistant PLA filament for a 3D printer using a microcapsule and to a PLA filament manufactured thereby, wherein the flame retardance and heat resistance of PLA are improved and the functions of a core material used for the melamine microcapsule are realized using a melamine microcapsule having a core-covering wall material composed of a melamine resin. The present invention provides a method for manufacturing a flame-retardant and heat-resistant PLA filament for a 3D printer using a microcapsule which comprises the steps of: producing a functional masterbatch by extruding the melamine microcapsule having the melamine resin used as the core-covering wall material and a biodegradable resin with a low melting point; and producing a PLA filament by mixing and extruding the functional masterbatch and PLA, wherein the biodegradable resin with a low melting point has a melting point lower than that of the PLA; and a PLA filament manufactured thereby.
