The present invention relates to a quantification system and a quantification method of average workload capable of classifying job in an organization systematically and quantifying workload per job with high reliability. The quantification system of the present invention comprises a central processing part including: a job module which stores job information for job classification; an employee module which stores staff in charge information per job, total work time per staff in charge and employee information including total work time of staffs in charge; a workload module which stores average workload information per job; a work importance processing module which calculates work time per job from total work time of the staffs in charge by using first work importance information obtained by converting total workload per job included in the job information into percentage, and calculates work time per job in charge of the staff in charge from the total work time per staff in charge by using second work importance information obtained by converting workload per job in charge of the staff in charge into percentage; and a workload calculation module which compares work time according to the first work importance information and the second work importance information depending on job, and calculates average workload of a corresponding job by referring to the difference, and stores the average workload in the workload module.
