The present invention relates to an application operating device and a method using eye tracking and eye blink detection. The invention includes: a camera module which records eye blink movement; a setting module configured to set which application corresponds to a certain number of times a user′s eyes blink and the frequency of the eye blink movement; a control module which analyzes the eye blink movement recorded by the camera module, and execute corresponding application based on the analysis of the eye blink movement; and a display module which presents the executed application.
