An overcoat layer forming method, a color filter substrate manufacturing method, a color filter and an LCD(Liquid Crystal Display) manufactured by the same are provided to form an overcoat layer by using a polymerizable surfactant as omitting a surface processing steps such as UV(Ultraviolet) processing or 02 ashing, thereby improving close-contact force between upper and lower films and the overcoat layer. An overcoat layer forming method comprises the following steps of: giving initiator into a polymerizable surfactant monomer(S2); applying the polymerizable surfactant monomer given with the initiator(S3); polymerizing the applied polymerizable surfactant monomer(S4); and forming an overcoat layer according as polymerization reaction of the polymerizable surfactant monomer is performed(S5).
