The present invention relates to a method for manufacturing a photonic crystal device using a photonic crystal particle capable of expressing an electrically variable photonic crystal structure color in a non-polarized solvent while having the modified surface using a hydrophobic positive charge silane derivative. The photonic crystal device has one or more cells by the steps of synthesizing suspension using a surface modified nanoparticle of hydrophobic positive charge; and manufacturing a photonic crystal device cell. The step of synthesizing suspension comprises the steps of generating a nanoparticle dispersion solution by adding the nanoparticle in a dispersion solvent; adding the silane derivative in the nanoparticle dispersion solution to be stirred and modifying the surface of the nanoparticle; separating the surface modified nanoparticle from the dispersion solution; cleaning the surface modified nanoparticle separated by a cleansing solution; and adding the surface modified nanoparticle in a medium to synthesize the suspension. The step of manufacturing a photonic crystal device cell comprises the steps of composing a cell by having a partition between an upper electrode and a lower electrode; and injecting the suspension into the cell.
