PURPOSE: A manufacturing method of a metal cyanate catalyst is provided to manufacture the polyether polyol which has a low degree of unsaturation and be environment-friendly, reduce induction time when manufacturing the polyether polyol. CONSTITUTION: A metal cyanate catalyst comprises a metal; a metal cyanate which includes the cyano group; a metal oxide; and a polyether compound. The metal oxide is selected from SiO2, Al2O3, ZnO, ZrO2, MgO, NiO, CoO, Co3O4, V2O5, Fe2O3, Fe3O4, GeO2 and TiO2. The content of the metal which is included in the metal cyanate is 10,000-60,000 ppm base on the total weight of the catalyst. Moreover, a manufacturing method of the metal cyanate catalyst comprises a step of reacting the mixture after mixing the polyether compound, the metal salt, the metal oxide precursor and metal cyanate.
