PURPOSE: A system and a method of service thereof combining multicast and unicast are provided to reduce content start standby time by transmitting a part of content with unicast regarding a request of a user while simultaneously using repetitive multicast transmission. CONSTITUTION: A request reception unit(310) receives a service request for near content-on-demand from a user terminal. A group selection unit(320) transmits a transmission stream corresponding to the near content-on-demand. The group selection unit subscribes the user terminal into a multicast group corresponding to a channel. The user terminal immediately starts reproduction of a partial stream received through a unicast method. The user terminal temporarily stores the rest stream received from a buffer through a multicast method. A stream transmission unit(330) transmits a partial stream of the transmission stream based on a subscription time of the user terminal with the unicast method.
