The present invention relates to a system for preventing a solar water heating apparatus from over-collecting heat, and more particularly, to a system which allows a device for separating reflective plate and a radiator to use electric power generated from a solar module such that a solar water heating apparatus is enabled to be easily and safely used. The present invention includes a reflective plate having a lower portion which is hinge-coupled to a rear surface of a vacuum pipe so that, when water is overheated, the reflective plated is pulled back to decrease a heat collecting rate. When an overheat preventing apparatus is not enough to prevent the heat collecting rate of a heat collector from being decreased, a radiator connected to a hot water tank for storing how water is operated. In addition, a solar module is integrally installed to an upper portion of the heat collector and power of the solar module is used for driving the reflective plate and a fan heater.
