The present invention relates to a system for counting ratings, supporting an entitlement management message (EMM) trigger method including a rating counting server; a broadcaster server transmitting an EMM in which an IP address of the rating counting server and a people meter condition including a rating counting time interval and a counting number are included; and a set-top box (STB) setting the people meter condition based on the EMM transmitted by the broadcaster server in a case the EMM transmitted from the broadcaster server corresponds to a setting EMM within an installed smart card and transmitting rating counting data to rating counting server in a case a service is counted as the setting counting number by recording the service which is being watched at an setting time interval according to the people meter condition. An existing broadcaster (Satellite, Terrestria, Cable) performs a receiving command and control on a predetermined group, an individual user, or whole users through the EMM of a CAS system which is being used so that the broadcaster can count the individual ratings such as a desired user or a desired group as well as the whole ratings.
