The present invention relates to an apparatus and a method for calculating design wind speed by using sample collection and regression analysis. The apparatus for calculating the design wind speed according to an embodiment of the present invention comprises: a sample point data collection part for collecting position data and altitude data on multiple sample points within a target area; a target point data acquiring part for generating multiple target points within the target area and acquiring the altitude data of the target points based on the position data and the altitude data on the sample points; a regression equation calculation part for calculating a regression equation by using the regression analysis based on the position data and the altitude data on the target points; a ground surface height calculation part for calculating the height of a ground surface on each target point by substituting the position data on the target points into the regression equation; a frequency distribution calculation part for calculating a difference between the overall height in which the height of a building is reflected on the altitude with respect to each target point and the height of the ground surface and calculating frequency distribution on the difference; a parameter value calculation part for allocating ground roughness to a grade of the frequency distribution, applying a weighting factor based on the frequency distribution to a parameter value set for each ground roughness and calculating a parameter value of the target area; and a wind speed calculation part for calculating the design wind speed on the target area by using the calculated parameter value.
