The present invention relates to a bidirectional steel damper, which can flexibly resist out-of-plane vibration energy as well as in-plane vibration energy while being effective in transferring a load, and a seismic retrofit structure for a structure preferably using the same. The bidirectional steel damper according to the present invention comprises: a first horizontal support plate; a second horizontal support plate arranged parallel to the first horizontal support plate to be spaced apart from the first horizontal support plate; a first vertical damping plate made of a slit plate or a strip plate and installed in the horizontal direction to vertically connect between the first horizontal support plate and the second horizontal support plate; and a second vertical damping plate made of a slit plate or a strip plate and installed in the vertical direction to vertically connect between the first horizontal support plate and the second horizontal support plate. The seismic retrofit structure for a structure according to the present invention is characterized by installing the above bidirectional steel damper in the middle of a vertical member such as a column or a wall. At this time, the vertical member is made of an H-shaped steel column, and the bidirectional steel damper is welded in the middle of the H-shaped steel column.;COPYRIGHT KIPO 2014
