The present invention relates to a mat for bottom and filter, having a floating prevention function through buoyancy and water pressure in dam body construction and a method for constructing the same, and the mat includes: a mat body (200) disposed inside dam body sand and stone (100a) or a block and caisson (100b); a plurality of perpendicular tubes (300) equally spaced apart from each other on one side surface of the mat body (200) in one body; and a packing material (400) made of any one or more selected from water, sand, gravel, earth and sand, construction site earth, and dredge earth filled into the perpendicular tubes (300) of the mat body (200). Further, the method for constructing the filtering bottom mat includes the steps of: preparing the mat body (200) on which the plurality of perpendicular tubes (300) are equally spaced apart from each other; filling the packing material (400) made of any one or more selected appropriately from water, sand, gravel, earth and sand, construction site earth, and dredge earth in accordance with the site situation into the perpendicular tubes (300) of the mat body (200) in the dam body construction site; and constructing the mat body (200) to allow the perpendicular tubes (300) into which the packing material (400) is filled to be located over the range from the dam body sand and stone (100a) or the block and caisson (100b) to a bottom surface (104) of a reclaimed land.
