The present invention relates to an optical measuring instrument for inspecting the state of an optical cable, an optical cable inspecting device using the optical measuring instrument, and an optical cable inspecting method using the optical measuring instrument, wherein the optical measuring instrument comprises: a first light source part emitting a first inspection light and an inspection finish signal light to the optical cable; a first light receiving part obtaining a reflected light generated when the first inspection light is reflected from the optical cable; a second light receiving part obtaining a second inspection light emitted from the second light source part of the external light source device receiving the inspection finish signal light; a switching part switching the incident path of the second inspection light into a second light receiving part; and a control part calculating the section length information of the optical cable based on the reflected light, calculating optical loss rate information based on the second inspection light, and determining the state of the optical cable by comparing the section length information and the optical loss rate information with predetermined reference values.
