The present invention relates to an apparatus for manufacturing a refractory used in a sapphire single crystal growth furnace made of melting stabilized zirconia beads having minimized yttria content. According to the present invention, it is possible to keep warm at an ultra high temperature inside the Sapphire single crystal growth furnace as well as to perform insulation by comprising: a support; a melting furnace provided to be able to rotate in one direction at the upper part of the support and melting yttria-containing zirconia through the skull melting method using high frequency; a high pressure air spray unit located at the lower part of the melting furnace and creating melting stabilized zirconia beads by spraying high pressure air toward melted zirconia dropped from the melting furnace; and a refractory molding unit located at the lower part of the high pressure air spray unit and arranged in a direction to which the melting furnace is tilted, thereby molding a refractory by laminating the melting stabilized zirconia beads.
