The present invention relates to an apparatus and a method to manufacture a substitute for anhydrite using the fly ash of a petroleum coke boiler and to a substitute for anhydrite manufactured thereby. More specifically, the present invention relates to an apparatus and a method to manufacture a substitute for anhydrite which can substitute for traditional anhydrite (CaSO_4) using fly ash of a petroleum coke boiler; and to a substitute for anhydrite manufactured thereby. The apparatus to manufacture a substitute for anhydrite using the fly ash of a petroleum coke boiler comprises: a sorting unit to receive the fly ash of a petroleum coke boiler and sorting the fly ash within a certain size; and a pulverizing unit to manufacture a substitute for anhydrite by pulverizing the fly ash within the certain size sorted by the sorting unit.
