The present invention relates to a method for designing an inverter for an HEVC decoder, which can provide high-definition images at low frequencies while improving the decoding efficiency of HEVC, and can minimize the size of hardware by reducing complexity in calculation. In particular, the method can restructure a 3232 inversion matrix used in decoding the HEVC into two 1616 matrices, can calculate the restructured matrices using a shift calculator and an addition calculator, and can minimize the size of hardware and significantly improve the decoding efficiency even at low frequencies by applying a multi-cycle path to design of the hardware. In addition, the method can be applied to not only a 3232 inversion matrix but also 1616 or 88 inversion matrix, etc as well as HEVC encoding, and can be easily applied to various embedded systems for image processing.
