The present invention relates to a shampoo soap composition helpful to the promotion of hair growth, dandruff prevention and the scalp improvement of seborrheic dermatitis by using an EM fermentation liquid and native grass powders and, more specifically, to a shampoo soap composition comprising 60-65 wt% of oil in which camellia oil, olive oil, coconut oil, palm oil, castor oil and jojoba oil are mixed, 18-22 wt% of purified water, 5-10 wt% of caustic soda, 1-5 wt% of native grass powders, 1-5 wt% of functional raw materials and 3-5 wt% of an EM fermentation liquid. The present invention is convenient to use by providing a cleaning process and functionality in a soap shape in contrast with liquid shampoo and has no side effects in hair loss prevention, hair growth promotion, scalp disease improvement since the shampoo soap composition is manufactured by a natural soap manufacturing method by including a natural microorganism fermentation and medical herb nave grass powders without chemical ingredients.
