The present invention relates to a heat pump system and a control method for optimizing the same, where the heat pump system includes a heat storage tank, a load, a sensing unit, and a control unit. A method of controlling power to be used, a heating/cooling driving, reference power, each load time different from each other according to each time slot of the seasons, and minimum and maximum temperatures of heat storage water requested by a load which are set and selected by an initial condition setting unit, allows the heat pump system to utilize control parameters such that the economic and energy efficiency is improved. The method allows the system control to response to a quantity of heat recently used in the load such that the heat pump system has a quick response property. In addition, the method includes a freezing protection circulation step and a step of designating in detail the number of heat pumps to be driven among the plurality of heat pumps based on a current date, so that durability of the system can be improved.
