Provided are an apparatus and a method for controlling a finishing mill delivery temperature (FDT) using an inter-stand spray. The apparatus for controlling the FDT using the inter-stand spray, which controls the FDT by controlling velocity including acceleration and a constant velocity of a rolled member, includes a finishing mill set-up (FSU) model setting a rolling speed of a rolled member to set the FDT in a preset target temperature; an FDT measurement unit installed at an outlet side of a finishing roller to be rolled according to the set rolling speed and to measure an FDT of a rolled member being transferred; and a spray control unit turning on the inter-stand spray installed between multiple stands of the finishing roller when an actual value of the FDT is equal to or greater than the target temperature, wherein the FSU model sets the maximum rolling speed of the rolled member in advance, and the spray control unit turns on the inter-stand spray when the difference between the set maximum rolling speed and the rolling speed of the rolled member is equal to or greater than a preset value, thereby improving productivity of the rolled member.
