The present invention provides a QoS image processing system for controlling a multi-channel CCTV in a mobile client terminal. The QoS image processing system comprises: a plurality of CCTVs or IP cameras which are installed in the office, the building, etc. to photograph the field; a transcoding streaming server which receives multi-channel video streams obtained by the CCTVs or the IP cameras, reproduces the multi-channel video streams through a display unit or edits the received multi-channel video streams into a recording file format and stores the edited multi-channel video streams in a memory, and transcodes the multi-channel video streams, transmits the transcoded multi-channel video streams to various client terminals, based on channels and QoS option information selected by the client terminals such as a smartphone and a PDA, to display the multi-channel video streams through the client terminals; and the client terminal which selects an image from a desired camera among images from an N number of cameras provided by the transcoding streaming server, transmits QoS option information to the transcoding streaming server, receives a corresponding image stream from the transcoding streaming server, and displays the image stream through the display unit.
