The present invention relates to a propelling head device for suppressing the inflow of soil and sand, in which the discharge of the soil and sand introduced into the head device in a pipe propulsion work is temporarily blocked through the rotation of a casing and a screw, thereby suppressing the inflow of the soil and the sand into the head device. The head device includes the screw to discharge the soil and the sand introduced during the excavation of the ground and the casing to surround the screw. A plurality of rotary plates having first openings are installed on a rotational shaft of the screw while being spaced apart from each other by a predetermined distance. The casing includes an upper casing provided on an inner circumferential surface thereof with upper fixing plates adjacent to the rotary plates, respectively, and a lower casing coupled to the upper casing and provided on an inner circumferential surface thereof with lower plates closely making contact with the upper plates, respectively, and having second openings. If regions for the first openings are mutually overlapped with regions for the second openings as the screw is rotated during the excavation of the ground, the soil and the sand introduced into the casing are discharged reward.
