The present invention relates to a deep soil mixing and treating method. The environment-friendly deep soil mixing and treating method using a heavy metal absorbent and air bubbling according to the present invention comprises: an interpenetrating step of interpenetrating an excavation equipment underground down to a designed depth; a drawing step of drawing back the excavation equipment; a mixing step of injecting a cement stabilizer in one of the interpenetrating step or a drawing step and mixing the stabilizer with earth of ground; and a curing step of hardening the cement stabilizer, which is injected and mixed during the mixing step. Especially, the heavy metal absorbent is injected with the cement stabilizer during the mixing step, and the air bubbling is transferred by a high pressure compressed air.
