1. A method for controlling radio resources between an uplink serving channel from first user terminals (UEs) for which Node B is a serving Node B and an upstream non-serving channel from a second UE for which Node B is a non-serving Node B in a mobile system communication for transmitting packet data on an improved uplink, the method comprising the steps of: receiving Node B from the radio network controller (RNC) of the target full power level and the target power factor awns power level non-serving uplink channel and the level of full power for enhanced uplink, the Node B comparison target total power level with a current total power level, comparing the target Node B power factor with a current power ratio; and transmission by the Node B of information representing a decrease in the data rate of the non-serving uplink channels to the second UE if the current power factor is higher than the target power factor and the current apparent power level is higher than the target apparent power level. 2. The method of claim 1, wherein the receiving step comprises receiving a target power factor in the application part (NBAP) of the Node B message from the RNC. The method of claim 1, further comprising the Node B scheduling the uplink serving channels of the first UEs if the current power factor of the non-serving uplink channel is at least one equal to and less than the target power factor of the non-serving uplink channel.
