1. A method of manufacturing a thermal barrier coating, comprising: cold spraying ceramic particles and a binder, and forming a thermal barrier coating in which the binder has a melting point lower than the ceramic particles. The method of claim 1, wherein the ceramic particles comprise zirconia stabilized with a rare earth metal selected from the group consisting of Y, Yb, Gd, Nd, La, Sc, Sm, and combinations thereof. The method of claim 1, wherein the ceramic particles comprise zirconia stabilized not with a rare earth metal, but with a material selected from the group consisting of Ca, Mg, Ce, Al, and combinations thereof. The method of claim 1, wherein the ceramic particles comprise pyrochlores. The method of claim 1, wherein the ceramic particles are clad with a binder. The method of claim 1, wherein the binder has a higher ductility than the ceramic particles at the cold spray temperature. The method according to claim 1, further comprising introducing, by cold spraying, sintering additives selected from the group consisting of AlO, SiO, FeO, and combinations thereof. The method of claim 1, further comprising treating the thermal barrier coating by which the thermal barrier coating is converted into a ceramic coating. The method of claim 8, wherein the ceramic coating comprises a material selected from the group consisting of titanium oxide, alumina, nickel oxide, cobalt oxide, iron oxide, nickel and cobalt oxide, nickel and iron oxide, cobalt and iron oxide, oxide nickel and yttrium, cobalt and yttrium oxide, iron and yttrium oxide, polyamide, glass fiber reinforced nylon, polybutylene tereft
