The device has two mixing vessels (1,2) which are driven by vertical shafts that are driven by hand wheel or electric motor. The mixing vessels supported by the bearing, are rotated over a rotation shaft. The mixing vessels are provided with endplates (11) that are screwed to mixing vessel tubes by means union nuts. The guide barriers which are at a preset distance from the diameter of the ball calotte of the endplate, are attached to the mixing vessels, so as to prevent free rotation of mixing vessels. Each endplate is provided with water intake pipes (12,12'), air intake pipes (12a) and discharge pipes (13) for discharging water air mixture.
