The regulating body has a balancer (2) pivotable about a pivot axis (D) and subjected to a torque exerted by a torsional biasing unit (4). The balancer includes a fixing unit (10) pivotally secured to a torsion wire (5) having the torsional biasing unit, where the modulus of elasticity of the torsion wire is greater than 100 gigapascals (GPa) and the tensile modulus of the torsion wire is greater than 2000 meagpascals (MPa). The torsion wire is made of a metal alloy selected from one of zirconium, titanium, copper, nickel and beryllium. The torsion wire is made of Liquidmetal (RTM: amorphous metal alloy) or Metglas (RTM: amorphous metal alloy) An independent claim is also included for a movement of a timepiece.
