The arrangement has an emitter (2) located at a hot side of a metallic conductive arrester (1), and composed of an electride with an electronic work function about 2-2.5 electron volts according to a mayenite-type. The emitter is contacted to a collector layer (3) with a work function about 0.5-1.5 electron volts, where the collector layer is contacted by another metallic conductive arrester. The emitter has thickness about 1-20 mm. The collector layer has thickness about 0.01-10 micrometer. An inert metallic conductive layer (1a) is arranged between the former arrester and the emitter. The collector layer consists of mono sulfides, mono selenide or mono telluride of rare earth metal.
