The method involves delivering constant force to an inner chamber of a cylindrical turbine that includes a generator (7). A driving cylinder (4) is provided with a cylinder head, and an outer wall (3) of the turbine is reinforced with an axis connection unit. Consoles (5, 6) are mounted at ball bearings. A side cover (1) includes a visible section for turbine axis and openings for screws, by which the side cover is screwed on the turbine that is filled with water. Pressure in an inner chamber of the turbine is adapted for standstill condition of the turbine during rotation of the turbine.
