The flat structure has a specific portion in which water of high resistance is flowed to generate power. The water permeability is altered based on pressure and flow conditions on blade surface, and position of a blade arm during rotational movement of a water wheel blade. The water is flowed from high permeable side to other side. The water permeability level is maintained uniformly over the whole region. The speed difference of the water flow is compensated with a turning wheel.
