The device has a resistive element (1) equipped with a power source or other electric heaters between two metallic material layers (2) by using a connection element that is provided in form of a wire. A spinning cable is provided in form of a strip made of fiber material. The metallic material layers are formed from metal sheet or film or tin. The resistive element comprises a cross-section in different shapes. The resistive element is formed in a flat or meandering or zig-zag or wave shape or in form of a segment or a flat spiral with constant or variable pitch or in broken line form.
