The device (10) has an electrode element (16) provided with a coolable electrode surface (21) that is contacted with a skin of a person or an animal. An iontophoresis drug is supplied into the skin by cooling of the electrode surface. The electrode surface is arranged on an inner surface (15) of an interior space (14). A suction device is provided along a direction of the electrode surface for sucking the skin into the interior space. An evacuation opening is formed in the inner surface of the interior space or in the electrode surface. An independent claim is also included for a cosmetic treatment method for supplying iontophoresis drug into a skin of a person or animal.
