The device (1) has a base part (2) provided with a mass. A mass part (4) is displaceable relative to the base part, and provided with another mass. The latter mass is formed from flowable mixtures (10) of metal grains and lubricant. Communicating retaining volumes (3) for the mixtures are provided in the base part during moving the latter mass relative to the base part, and change a ratio of kinetic and potential energies. The base part is twistably arranged around a rotational axis (x). The retaining volume is formed from multiple arched chambers (7) arranged over a circumference. The lubricant is oil, grease or graphite.
