The device (10) has connection plates (20) formed with a through-hole (40) through which a rope (50) or an end part (60) is to be fastened. A locking element (30) is extended inwardly toward the through-hole. The locking element is arranged at an exterior wall of the rope or the end part. Movement of the rope or the end part is allowed against a pulling direction (Z) of the rope. The connection plates are coaxially arranged one behind other along rope longitudinal direction. An unlocking element (120) and a carrier element (70) are connected with one another. An independent claim is also included for a rail vehicle.
