The arrangement has a spacer including notches (6) provided in a cylinder surface (5) of a cylinder (4). The cylinder is connected with an adjacent cylinder by a connector (7). Fuel rods (1) adjacent to the cylinder are arranged such that a fuel rod surface (2) of the fuel rods completely lies in the notches at the cylinder surface. A swirl plate (9) i.e. helical twisted metal plate, is arranged in the cylinder and welded with the cylinder. The metal plate has an inclination of approximately 45 degrees.
