The device (1) has a support (23) on which a traversing arm (27) is mounted. The traversing arm is passed to winding of a rotating winding drum (5) with linear reciprocating movement and is lead relative to support in a laying direction. A restoring unit enables traversing arm to impart restoring force to bias traversing arm onto winding loop (17) of winding drum upon deflection of traversing arm relative to support. The restoring unit comprises an adjustable spring that produces elastic return force that acts parallel to laying direction. An independent claim is included for a method of winding a strand-shaped winding material.
