The device has a pump pressure sensor for detecting pressure of discharged hydraulic oil from a hydraulic pump. A generator is rotated by driving force (4) of a generator hydraulic motor (5) with variable capacity. A semiconductor switching element is formed between the generator and an electric heater and regulates electric power of the generator to the heater. A controller judges condition of output power of the motor based on the pressure detected by the sensor of the pump. The controller controls a regulating valve and the switching element and suppresses overload of the motor. An independent claim is also included for a method for controlling a generator in a road plaster machine.
