The winding and unwinding device has a shaft (3), which is enclosed by a two-section winding spool, where a coil half (1) of a loop is arranged in a continuous first grooves (A). A belt strap is guided by the continuous second groove (A1) of another coil half. The grooves are closed at front side (1.2) ends of the respective coil halves, where a holding element is arranged at a longitudinal side of one of the groove.
