The device has a bolt element (28) connected to a flange (34) and passing through a through hole (24A) provided in a planetary gear. A reduction part (24F) is provided in a periphery of the through hole of the planetary gear. The flange includes a base part placed adjacent to a transition part (28B) of the bolt element, and a periphery part adjacent to the base part, where an outer diameter of the base part is smaller than an outer diameter of the reduction part, and an inner diameter of the base part is larger than an inner diameter of the reduction part.
