The device (12-1) has a channel (14) with a channel wall (16), two pressure tapping points (28,32) with one or multiple pressure tapping openings (30,34) and a throttle flap (20) for changing the cross-sectional surface of the channel. The cross-sectional surface is flow-throughable by fluid. The throttle flap is arranged within the channel wall. The throttle flap has a pivotally mounted section (22) and another section (24) immovably fixable with respect to the channel wall. The former section abuts at the latter section in an end position. An independent claim is included for a volume flow regulator with a measuring unit.
