The element (20) has a first collector (24) and a second collector provided in an inner space of a metallic housing (21) and connected with an electrode ensemble (23), where potential of the first collector corresponds to potential of the metallic housing. A housing cover or part of the housing cover is formed and protruded through an opening (25) of the metallic housing from the inner space of the metallic housing. The potential of the second collector is different from the potential of the metallic housing, which is provided with insulation part in a region of the opening.
