The device (1a) has two flanges (2a, 3a) connected together by a fastening screw (4) that is provided with a screw head (41) under a support. A threaded rod (40) is passed through one of the flanges. The flanges are separated by an intermediate nut (5) engaged with the fixing screw without using a thread. The intermediate nut and the other flange are coupled in translation along an axis of the threaded rod by removable connection units (33a, 53) for allowing the removal of the latter flange of the intermediate nut while keeping the former flange integral with the support by the screws. An independent claim is also included for a panel assembly.
