The device (10) has stands (18a, 18b) designed to be in vertical support on ground (20) and extended vertically upward and perpendicular to a transverse turning axis (A). A nacelle (22) comprises a plate (24) extending parallel to the axis between the stands and delimiting a support face (32) designed to carry a tool. The nacelle is mounted to pivot on the stands around the axis from a loading position of tool (12) in which the face of the plate is directed downward with respect to the ground to allow fixing of the tool on the plate in a turning position in which the face is directed upward.
