The device has an upper part comprising a clepsydra regularly supplied with a liquid. An intermediate part has a container in which trains of floats are installed, where each train is controlled by a float (05) integrated into abutment funnels (19, 20). Each train controls opening and closing of pipes (01-04) of a lower part. A non-return valve (24) ensures a maximum quantity of liquid in the lower part. The valve has a movable and sealed internal part crossed by a stud (36) whose ends are extended at both sides of a body of the valve.
