The device has a window module for generating a first virtual window comprising a selected number of first bundling window-Downlink (DL) sub-frames that are added to DL sub-frames in a second bundling window, where the selected number of the DL sub-frames is proportional to difference between sizes of the first bundling window and the second bundling window and the sizes are determined by a sizing module. The window module generates a second virtual window comprising first bundling window-remaining DL sub-frames that are not added to the first virtual window. Independent claims are also included for the following: (1) a method for interpreting hybrid automatic retransmission request-acknowledge responses (2) a processor for providing hybrid automatic retransmission request-acknowledge responses.
